The amendment to the Development Act of 2025 introduces new rules for publishing real estate prices on the primary market.
Its aim is to increase transparency and provide customers with better access to information about prices, changes and components of the offer. Developers were obliged to disclose not only current prices, but also their history and to report data to the central register on a daily basis.
This is a response to the need to standardize the rules for presenting apartment prices, limit unfair practices and increase buyer confidence.
Who does the new regulations on the transparency of real estate prices apply to?
The Act applies to virtually every developer operating on the primary market. The number of premises, the scale of the project or the scope of the company’s operations do not matter. The key is whether you offer real estate to individual clients. If so, you are obliged to adapt your website to the new legal requirements.
Regulations include:
- all developers selling apartments or single-family houses,
- investments started after July 11, 2025,
- investments whose sale was ongoing before that date but not completed.
Since when has the price transparency requirement been in force?
The Act provides for two key implementation dates: for new investments, the regulations apply immediately after the start of sales, and for ongoing projects, the cut-off date is September 11, 2025.
This means that developers have a very limited time to customize their websites and run reporting.

What information must be visible on the developer's website?
The investment website must present all gross prices, component prices (e.g. for cells and parking spaces), price change dates, as well as identification data of the investment and the developer.
The data must be updated daily and the website should reflect the actual status of offers. This means the need to create a structured apartment management system.

gross price per m² and for the entire premises
prices of additional elements (storage rooms, parking lots)
history of price changes with dates
availability status of the premises
developer's contact details
investment data and its location
How does daily reporting to Dane.gov.pl work?
Each developer must confirm that price and premises data is up to date every day, even if no change has occurred. Reporting is done in CSV or JSON file format, in accordance with ministerial requirements. This process requires technical integration of the website with the Dane.gov.pl system and cannot be performed manually.
Technical responsibilities include:
- having a supplier account and profile in the system,
- preparing data in the required format,
- daily publication of data or its confirmation,
- automation of the entire reporting process.

What are the consequences of failure to implement the provisions on price transparency?
Failure to publish prices or their history may be considered by the Office of Competition and Consumer Protection as a violation of the collective interests of consumers.
This may result in a financial penalty of up to 10% of the company’s annual turnover. Importantly, control may apply to both the content on the website and the data transferred to the government system. Both the company and the decision-makers are responsible.

How to prepare a website for new requirements?
The website must meet specific requirements: each apartment must be presented as a separate unit, with the possibility of assigning a price, history of changes and additional components.
The system should allow data export and automatic creation of reporting files. All data must be stored in an archive and presented in an accessible way for the customer.
